1.4 Missing heading level (Low)

1.4.1 WCAG 1.3.1 (A) - Desktop

Throughout the Work and Learning Progress service, heading elements are not being used to HTML specification as there is a missing <h1> element.

The purpose of heading elements is to provide structure to the document and facilitate keyboard navigation for assistive technology users. The WebAIM screen reader survey has found that headings are the number one means by which screen reader users get a sense of a complex page.

1.4.2 Recommendation

Ensure that no heading levels are skipped and use HTML to specification to ensure important information is presented in a logical and hierarchical manner. To do this we recommend refactoring the <h2> element (“DPS navigation menu”) to be a <h1> element so that the headings maintain a consistent heading hierarchy.
